Digital justice on Google Cloud: a four-month migration and electronic case files
A state justice institution migrated to Google Cloud in stages over four months, adopted electronic case files, and now automatically records and transcribes about a thousand hearings a day, under continuous managed operations.
The challenge
A state justice institution with thousands of public servants ran on on-premises infrastructure that slowed down access to information, with mostly manual processes: most citizen visits were only to look up paper case files. The national shift toward oral proceedings and the mandatory use of information technology made the change urgent.
Fully digitize case files and procedures, automate routine processes, and handle massive volumes of sensitive information with privacy, integrity, and secure access for public servants and authorized parties — while cutting the cost of running its own data centers.
The solution
A joint assessment with Google Cloud — key components, transactional load, infrastructure projections, and performance indicators — followed by a staged migration to Compute Engine, Google Kubernetes Engine, Cloud SQL, and Cloud Storage, with the integrated case-management system at its core and institutional email on Google Workspace. On the new platform, the institution rolled out electronic case files with e-signatures and digital filings, plus Gemini-powered search to find information inside each case file. Oral hearings are recorded and transcribed automatically and are viewed from the cloud without consuming institutional bandwidth.
